In the end, it was the camera in a former Streamwood officer’s own squad car that sealed his conviction for beating an unarmed motorist at a traffic stop. James Mandarino, described in court as an exemplary officer during his 15 years with the Streamwood police force, was convicted Wednesday by a judge who said he watched the video footage 50 or 60 times before ruling. “Any rational analysis (of the video) will show that the conduct of the defendant was wrong, just plain wrong, unprovoked, unnecessary and unacceptable,” said Cook County Circuit Judge Thomas Fecarotta Jr., who found Mandarino guilty of aggravated battery and official misconduct.
