A non-criminal who consumed and sold non-state-sanctioned drugs is now paralyzed and rotting in a jail cell after state-sanctioned criminals in uniform tazed him while fleeing for his freedom, causing him to fall 8-feet and break two vertebrae leaving him a quadriplegic, only to then have police release their dog on him. Unfortunately, the police say a "minor mistake" has left them liable for their violent assault, meaning they will have to give the man taxpayer's money (while facing no repercussions themselves).
